Jeffrey A. Leuschel is a partner in the Dallas office. Jeff has extensive experience as bond counsel for numerous traditional municipal financings for various political subdivisions in Texas and Oklahoma, and for various private activity bond and economic development transactions. Jeff has been with the firm since the start of his career practicing law in 1980.

- Representative clients include: the Texas Water Development Board; the Texas Water Resources Finance Authority; the Oklahoma Water Resources Board; the University of North Texas System; Texas Woman’s University; the Cities of Austin, Dallas and Fort Worth; Nueces County; and Dallas County Community College District and Tarrant County College District
- Restructuring of Oklahoma Water Resources Board state revolving fund programs
- Redevelopment of Dallas Love Field
- Creation of Texas Water Development Board State Water Implementation Revenue Fund for Texas bond financing structure
- Structure of City of Austin water and wastewater system revenue bonds without need to fund a debt service reserve fund
- Enable Build America Mutual Assurance Company to provide mutual municipal bond insurance to Texas issuers
- Construction of the Dallas Omni Convention Center Hotel
- Renovations on Amon G. Carter Stadium and Daniel-Meyer Coliseum on the Texas Christian University campus
- The redevelopment of Mueller Airport in Austin into a planned, mixed-use development that is one of the largest urban infill projects in the U.S.
- Assisted in working on 2011 and proposed 2017 amendments to the Public Funds Investment Act, originally drafted by Jeff in 1995
