Leroy Grawunder is a retired partner of the Dallas office. He represented a wide variety of governmental clients as bond counsel in connection with the issuance of bonds, certificates of obligation and other forms of debt instruments for a wide range of public entities and economic development projects.
In addition to traditional financings for streets, public buildings, utility system improvements and other public works, Leroy worked with various cities and other entities in connection with economic development projects, establishment of public improvement districts, tax increment reinvestment zones, municipal management districts and non-profit economic development corporations.
Prior to joining the firm in 2000, Leroy served as an Assistant Attorney General in the Public Finance Division of the Texas Attorney General’s Office and in private practice has served as bond counsel, underwriters’ counsel and issuer’s counsel for governmental issuers.
